The building is a kenban built in 1936 to serve as the office of three businesses union in the Shibaura red-light district. The building mainly functioned as an agent for geisha and as an office for calculating entertainment expenses. It was also used as a training hall. During World War Two, the red-light district was evacuated and the building’s role as a kenban came to an end.
